How to create a bootable Ubuntu live CD in Windows.

I only have experience of Nero in Windows so this help assumes you are using Nero.

Run up Nero and when it asks what kind of disk you want to write hit the cancel button.
From the main menu in Nero select "Burn CD image" set the file type to search for to (*.* All Files) and browse to the Ubuntu .iso image file you downloaded, Nero will now create the CD for you.
